The Leahy law prohibits US arms transfer to countries that violate the International Humanitarian Law by attacking civilians and civilian infrastructure. Furthermore, if countries, such as Israel, prevent or obstruct humanitarian aid flow, the US is obliged to terminate arms transfere. The State Department employees have, on many occasions, produced reports proving that Israel has blocked humanitarian aid flow without consequence. The US has continued unconditional arms supply to Israel without regard for human losses.
