During a press conference on 14 August 2024, JIAT concluded, as with other investigations, that the Coalition forces did not target Baqem Hospital in Yemen’s Saada in October 2016 .
“On Oct. 2, 2016, the day after the claimed incident date, JIAT found that coalition forces did not carry out any air missions on Baqem city.
JIAT added that it had previously announced the results of an investigation into an earlier alleged targeting, in 2015, of Baqem Rural Hospital. It concluded that coalition forces did not target the hospital as claimed.” House of Saud owned Arab News report.
The HRW released a 90-page report on 24 August 2019 accusing JIAT of “COVERING UP WAR CRIMES” in Yemen. To clarify, the JIAT Team consists of Saudi Arabian, UAE, Bahraini officials, who are members of the Saudi-led coalition countries waging a war against the people of Yemen. In essence, the Saudi-led coalition investigates its own crimes and, naturally, dismisses claims of war crimes raised against the coalition and clears the coalition of any wrongful practice and subsequent responsibility.
However, back to the MSF cases: By August 2016, the coalition had already carried out the fourth attack against an MSF facility in less than 12 months.
On 4 September 2015, the coalition bombed al-Sh’ara hospital in Razih, in the west of Sa’da governorate, resulting in the killing of six patients and the injury of six others. MSF personnel who visited the site afterwards said there was no evidence that the hospital was being used for any military purposes – Amnesty report.
Shiara Hospital had already been bombed before MSF started supporting it, and services were reduced to stabilisation, emergency, maternity, and life-saving activities – MSF report.
On 27 October 2015, a Doctors Without Borders/Médecins Sans Frontières (MSF) hospital in Saada’s Haydan district was bombed by the coalition, forcing the facility’s closure and cutting off access to lifesaving health care for thousands of people. In 2017, MSF returned to Haydan to rebuild the hospital – MSF report.

January 2016, another MSF hospital was attacked by the Saudi-led coalition in Sadah’s Dhayhan- MSF report.
Saada attacks wound dozens and kill at least 6, including ambulance driver – MSF report.
on 3 December 2016, a health centre in Taiz was also hit by the SLC, and nine people were wounded – MSF report.

The Abs Hospital attack was classified as an “unintentional error” and dismissed by JIAT. Saudi-led airstrike on Abs hospital cannot be justified as “unintentional error” – MSF report.
A newly constructed cholera treatment center in Abs, Hajjah run by Doctors without Borders (MSF) was hit by Saudi-coalition airstrikes on 11 June 2018 – MSF report.
In another press conference held in January 2019, the JIAT attempted to shift responsibility for a June 2018 strike onto MSF, falsely accusing the organization of failing to take the appropriate steps to avoid being targeted. The strike resulted in the near-total destruction of a newly established cholera treatment center in Abs, which would have served an area with more than 1 million people – MSF report.
The culminating result of repeated targeting of hospitals in Yemen by the Saudi-led coalition clearly shows a pattern of intent – the intent to destroy civilian infrastructure and to cause alongside the greatest possible casualty count.
